Unitary form of Government is a converse of federation and is a system in which all powers are centralized in the hands of a central government. A single central government controls the whole state with full might. Although the state is divided in provinces and other units but these divisions are administrative in their nature.
There are two main principles the basis of that Aristotle classifies the states: 1. The number of parsons who rule 2. The objectives or ends of the government
Aristotle State concept shows that he believed in evolutionary or historical theory of the origin of state. Therefore his approach in this connection is correct. Man as a civilized individual cannot survive without state and if he claims, then it means from human beings, he is nation-less, lawless, and homeless. He is either above or below humanity.
By secularism or secular concept of the State is meant that the State is separate from religion. It means, in other words, that the State has nothing to do with religion, while religion, i.e. church, is not to interfere in matters of politics and State.
According to patriarchal theory of the sate the state is nothing but an expansion of the family. In the beginning there was a husband and wife and children. The father was the chief controlling authority. With the passage of time, the family expanded and changed into clan which further developed into a tribe.
The Matriarchal theory of state is very old. There are many people who support this theory. There was a time in human history when there was no system of permanent marriage and family.
John Locke social contract theory also begins with the state of nature. But in his state of nature there was peace, good will, mutual assistance and, preserve. Men enjoyed complete freedom and equality in it. Each man lived according to his own wishes and desires.
According to Hobbes social contract theory, the ruler powers are absolute because these are inalienable and indivisible. Besides the laws of the sovereign are commands. The ruler is the sole judge of what is right and what is wrong. The people have only one right and this is to obey him.
